Humanitarian Community Radio Service

Proposal

Subject to a successful funding, BHN Association (BHN)  is pleased to contribute a humanitarian community radio station to be set up where it is needed in partnership with a local operating partner.

Objective of the radio station is the dissemination of information to enhance human security of vulnerable local people who can hardly access to TV, radio or newspapers simply because of unavailability of such media in their place or because of their insufficient literacy to read or being too poor to buy written media. Lack of impartial information and misunderstanding caused by rumor by word of mouth with distortion brings about conflicts among (ethnic) groups in the Community. A community radio is sure to serve for minimizing such problem and to contribute to conflict prevention.

BHN will provide at its cost all materials and equipment for the radio station consisting of transmitter, antenna, and studio for program production and also give necessary initial technical assistance. The transmitter has 100 watts of VHF FM output power; covering the service area within a radius of about 20 km. BHN may as well distribute radio receiver sets to the listeners if necessary.

Local Partner should be a neutral body such as UN Agency, local or international NGO or other sustainable humanitarian organization eligible for the radio service project. The local partnerfs role is the operation and administration of the radio station including the production of programs and putting them on air at its cost and on its account.

Programs: The programs of the humanitarian community radio would be those as exemplified bellow which may help to attain the afore-mentioned objective:

1.   Public notice and/or information necessary for daily life from the offices of local government, UN or other aid agencies, hospitals/clinics, police stations, schools, and other public institutions.

2.  News and message from NGOs or other groups working in the community.

3.    Educational program for the prevention of HIV/AIDS, DV, FGM, HT, SGBV, etc.

4.    Programs (dramas) produced by groups from the community related to the previous item.

5.    Warning to prevent land mine accident and infectious diseases.

6.    Impartial local and international news.

7.    Relay of remote foreign and national radio broadcasting.

8.    Music and other entertainment program.  

BH BHN Association has so far donated community radio stations to the people in disaster  areas in Sri Lanka, Indonesia and Iran for the dissemination of information focused on the local community. BHN has also distributed radio receiver units to the listeners.
