Participation in the 8th Asia Pacific Telecommunication and ICT Development Forum (ADF-8)


 The 8th Asia Pacific Telecommunication and ICT Development Forum (ADF-8)  was held in Macao from June 28 through 30th and Mr. Baba, counselor of BHN participated having received the invitation to the Forum.

  (Note): APT(Asia Pacific Telecommunity) is an Intergovernmental Organization which was established in Bangkok in July 1979 with an aim to foster the development of telecommunication services and information infrastructure throughout the region with a particular focus on the expansion thereof in less developed areas. As of the end of March 2011 APT covers 36 member countries, with 4 associate members and 124 affiliate members. BHN registered APT as an affiliate member on January 2009.

  The background of BHN participation was related to the purpose of this Forum that is to share the results of projects which are formulated by use of special budget from Japanese government. In the year of 2010 BHN supported ToT, a carrier in Thailand to carry out J2 programme (Human Resource Development) with the subject of “Study on rural e-Health development via Thailand telecommunication network”, and BHN was requested to present the result of this project together with ToT, the project owner. In execution of the project BHN made an overall coordination and the arrangement for site tours to inspect each e-Health system operating at Tohno city, Iwate prefecture and Takamatsu city, Kagawa prefecture in Japan, both of which are running the innovative advanced systems. It is reported that the audience of more than 82 participants who represented government, corporate entities and various organizations from 23 countries showed their interest in the presentation by ToT representative on the project outline, progress and achievements.


  The process of the project implementation confirmed J2 programme that it has the potentiality of e-Health development in Thailand so ToT applied for J3 programme (pilot system) as the extension of J2 outcome and it was granted in the end of May 2011. As a partner of ToT, BHN is to cooperate in system design, procurement, operation and assessment which are prepared as the whole project plan.

  In the Forum BHN was provided with an opportunity to present its activities including introduction of the organization and various humanitarian aids activities in overseas together with HRD programme. The BHN presentation also cited on-going support activities in the disaster areas of the Great East Japan Earthquake as part of its mission.

  Another topic related to BHN involvement was in the presentation on J3 pilot system made by MoPT of Lao PDR that they showed positive interest in joint study of e-Health for their country with BHN which has achieved tele-medicine project in Malaysia and the above-mentioned preparatory medical ICT project in Thailand. By these three presentations which were partly or totally related to medical ICT, a progress as well as concept of e-Health was considered to have given strong impression to the participants.

  Finally it should be touched on the fact that the name of “BHN Association” steadily came up in the related presentations and it might have been widely known to the APT society.

Tohoku Earthquake Action Report

Phase I: Back-up operation for Medical support at Natori city of Miyagi prefecture

The medical support by mobile clinic that was mainly provided by Rocinantes (medical NPO) at Natori city of Miyagi prefecture began from 13th March and finished on 8th April. This service was appreciated by hundreds of sufferers who could receive a medical treatment.




Phase II: Donation of relief supplies including Wireles Internet System

On March 28th, the first support team for Phase II was dispatched to Tono city in Iwate prefecture that is a base of our operation to support six affected cities and towns.



The BHN team expressed the donation of the following articles to a mayor of Tono city. This time, the team carried the radio receivers, transceivers, and megaphones, and those goods were delivered in cooperation with Tono city to headquarters for disaster control in six cities and towns of Iwate prefecture, which take care of distributing them to the affected people.

- 1) Approximately 600 sets of radio receivers with spare dry cell

- 2) 50 sets of portable megaphones
- 3) 60 sets of transceivers
- 4) Seven Wireless Internet System
- 5) 28 sets of medical tools
- 6) 2 generators (rental)
- 7) Other items such as dry cell, flash light, towel etc

The team set up temporary Internet infrastructure system by wireless mesh network, and the possible sites for the system may be hospital, evacuation center, or school in the said six cities and towns.


Phase III: Supporting community FM radio stations in affected areas
With the grant awarded by GlobalGiving, a foundation based in the US, BHN has launched its third project to extend support to community-based FM radio stations in affected areas in northern Japan. The project is implemented together with other cooperating partners in Japan including Radio FMYY, a community radio station in Kobe. The support includes provision of broadcasting equipment and radio receivers, and production and distribution of radio programs in multiple languages to serve the non-Japanese speaking population, as well as programs designed to give psycho-social care to the children.

Japnese experiences to Myanmar (2)
  -Activity Report-

In January, BHN sent two experts to Myanmar to study the scope and locations for the installation of Emergency Broadcasting Speaker systems.  They successfully finished their 1 month research in the country and preparing the 2nd phase of the project.
After the cyclone disaster, many evacuation Shelters were built in the country-side, however, they lacked the information channel to tell the villagers to evacuate.   Thus villagers were very much eager to install this system and , in one of the villages, as many as 100 villagers assembled to listen to our explanations.    The basic system designing for the 1st  installation is already under-way.



Japnese experiences to Myanmar

Every year at many places Japan is suffering from natural disasters; earthquakes, typhoons, heavy downpours, volcanic eruptions, etc..   Hence ,Emergency Alarm System is covering almost all communities in Japan.  This system is normally broadcasting(via trumpet speakers) daily information to the local communities, but, in case of emergencies, will transmit hazard forecasts, evacuation warnings & informations to the community inhabitants.
BHN successfully installed the same Emergency Alarm Devices into 6 villages in the Yangon division, Myanmar in 2008.

With the success of this past project  BHN recently received another request to install the same system into many villages in Myanmar.   In January two telecommunications experts were sent to Myanmar to study the scope and locatons for the installations.    This project is supported by Japan Platform*, in alliance with the Chamber of Commerce of Myanma.

BHN held a charity concert

On Feb. 13 , BHN held a charity concert of NTT Tokyo Brass Band, inviting a popular singer Tokiko Kato.   The concert was a big success with almost full audiences in the hall and we received many words of ovation. The precious proceeds will be used to support BHN activities in the developing countries.



To Resume Construction works of Medical Radio Communication Network, Mazarisharif, Afghanistan

An Afghan site manager and 2  technicians were brought over to Tokyo for technical training of the construction works from May 24 through 30.
The construction works will resume after their return home and joining our home staff. The photo shows Afghan team and our home staff at our office.

 

Authorization of Donations Exempt from Taxation:
As of Mar.16, 2010, BHN has been approved by the National Tax Agency as a Certified NPO to accept donations.  Since then, the donor may deduct the donation to BHN from income.  For details, please contact the office of BHN.

Further news of Phase III support project for Community-based FM radio stations under the grant awarded by Global Giving, a foundation based in the USA

After the support works in Miyagi Prefecture in April, the next supporting team consisting of six staff members visited ten places of community-based FM radio stations, disaster temporary radio stations, and the offices of support associations on six major cities in Iwate prefecture located north of Miyagi prefecture in May.

This time, the team donated lap-tops and hard disk drives for the use of editing programs and keeping the broadcasted programs to 3 disaster temporary radio stations, and handed program contents containing earthquake information for non-Japanese people and old tales for children to 3 disaster temporary radio stations and 2 community-based FM radio stations. Moreover, 500 units of radio receivers were handed to Iwate International Association in Iwate prefecture through which they are  to be distributed to the evacuated people.

One of the special topics in the support activities this time is that a disaster temporary radio station in Miyako city where Chinese, American, Korean, and Philippines live expressed its deep thanks for our donation of Korean program contents containing earthquake information for non-Japanese people because the station did not have it although they can respond to the needs of the rest of the nationalities.

The other topic is that we have decided to Philippine women living in Kesennuma city who mainly married with Japanese men enable to produce Tagalog broadcast program at disaster temporary radio stations and community-based FM radio stations in both Miyagi and Iwate prefecture in order to strengthen their community society.

The following is a brief of what we have supported for Miyagi and Iwate prefectures so far.

1.  Provision of radio program for non-Japanese people and children:

We have handed the program with languages of English, Chinese, Korean, Portuguese, Tagalog, Spanish, Vietnamese recorded in compact disc and/or electronic files to 17 disaster temporary radio stations and community-based FM radio stations.


2. Provision of Radio receivers
  
The total 6,100 units of radio receivers were donated to disaster temporary radio stations, community-based FM radio stations, and associations and groups conducting the support activities for affected people

3. Provision of broadcasting equipment and program devices such as PC, mixer, etc.
For the use of editing programs and keeping the broadcasted programs, 13 PCs and 10 HDD were handed to some disaster temporary radio stations

In addition to the above, we have been supporting to the start-up of a new disaster temporary radio station in Minami Sanriku town in Miyagi Prefecture and planning to support launching a new disaster temporary radio station in Ohtsuchi town in Iwate Prefecture . Off the Pacific coast of Tohoku Earthquake

―Phase III: Community-based FM radio stations supporting project has been launched
With the grant awarded by GlobalGiving, a foundation based in the US, BHN has launched Community-based FM radio stations supporting project as the phase III of BHN’s Off the Pacific coast of Tohoku Earthquake support. Cooperating with Community Radio FMYY, based in Kobe, the phase III activities consisting of the following supports has started.

1. Support for broadcasting equipment and program editing device such as PC, mixer, etc.to disaster temporary radio stations and community-based FM radio stations.

2. Radio program for minority citizens (non-Japanese people) and children who need mental health care.


3. Provision of Radio receivers

Since the devastating earthquake occurred, FMYY has produced the radio programs in multiple languages such as English, Chinese, Korean, Portuguese, Tagalog, etc. containing not only the information regarding the earthquake and the damaged nuclear power plants but also their life information served for minority citizens who are non-Japanese people living in the broadcast service areas. The programs have been provided to 31 survived community-based FM radio stations and disaster temporary radio stations.

The first team of phase III project sent to Yamamoto-cho, Miyagi prefecture on 22th April handed radio receivers, lap-tops, hard disk drives, program contents such as earthquake information for non-Japanese people and old tales of northeast area of Japan for children, and messages encouraging the affected people to 8 disaster temporary radio stations, 3 community-based FM radio stations, and some other associations and groups which conduct the support activities for affected people. The second team will be dispatched on May.

Off the Pacific coast of Tohoku Earthquake - We have begun our support activities to the sufferers.

Responding to the devastating earthquake and tsunami that have struck the north eastern part of Japan at 11 March 2011, BHN Association is laying out concrete measures for giving support to the affected people.
As immediate response, BHN dispatched a staff to Natori City of Miyagi Prefecture, one of the worst hit areas on 12 March where we have been supporting mobile-clinic run by Rocinantes, NGO providing medical and heath. Hundreds of people sought medical care at the clinic so far.

According to the spot report, accurate information is urgently needed for victims. For meeting the needs in affected areas, we are mainly planning the following three projects for 6 cities of Iwate prefecture in cooperation with the municipal governments.

1. Construction of temporary Internet infrastructure system by wireless mesh network, which enables a safety confirmation and access to a variety of information. The installation spot could be schools or evacuation centers.

2. Distribution of windup-radio receivers with AM and FM broadcast to disaster victims who do not have access to necessary information.

3. Provision of communication equipment and technical support for enhancing other disaster assistances
Our activities will be updated as new information becomes available.

BHN sent 2 experts to Haiti (2)
  -Activity Report-
 Along with supplying free satellite phone service to refugees from the earthquake BHN experts also energetically conducted research work of damaged FM community radio stations. In Latin American countries , community FM radio stations are sharing important roles of communities,  supplying daily local information, as well as emergency news about hurricanes, etc. However, of the 50 community radio stations , 20 stations are heavily damaged and out of service after the earthquake. BHN is now considering to rebuild those FM stations and to distribute radio receivers.

On Jan.22 two BHN experts entered. Haiti via. Dominican Republic They will soon start supplying free satellite-phone services to earthquake victims.
Along with supplying this telephone call services, they are also studying, in cooperation with AMARC*.how to extend supports to reopen the heavily damaged community radio stations in Haiti

The 11th HRDP 2nd Session closed

Telemedicine, Sabah State, Malaysia

The telemedicine system connecting Queen Elizabeth Hospital in Kota Kinabalu City , and Tawau Hospital, in Tawau City, both located in Sabah State, Malaysia was inaugurated in February ,2008. The system was installed by BHN Association funded by The Ministry of Foreign Affairs of Japan, following the highly appreciated similar project in Sarawak State. This system enables the minor local Tawau Hospital to consult the major Queen Elizabeth Hospital via internet. (March, 2008)


Donation of Radio Sets to People Suffered from the Earthquake in Western Java-Indonesia
On Oct. 14, 50 radio receivers were donated to people in Gambung Kertasari, located in the mountain area about 40 km from Kota Bandung.  This community was chosen as the 1st site of our support activities. Indonesian NGO “CRI”,a member of AMARC *, cooperated with this activities. (more)
